周星星（周星馳 飾）圓滿完成了校園任務後，以為可以升職，偏偏被調為交通警察。跟他一樣立功的曹達華（吳孟達 飾）則繼續以臥底的身份在學校內調查國際恐怖組織的案件。他的事業跌倒的低估，就連準備婚禮的錢都是女友阿敏（張敏 飾）的私己錢，令阿星十分無奈。為了證明自己的能力，他決定以個人的身份到學校協助曹達華，恐怖分子如期行動，雙方開始奮戰。
